Generally you would select the stretch tool, then click and drag in the edit window to change the size of the whole glyph (or selected points). Pressing shift at the same time will retain proportions. You can also right click instead, then you will be prompted to enter exact values to enlarge or reduce the glyph (or selected points).

If you enlarge the glyph, then you will probably also want to increase the character spacing of that glyph by dragging the green vertical line to the right.
